“On behalf of the capital of the federal state of Saarland - Saarbrücken, I would like to express my heartfelt gratitude to the Georgian Technical University and the Saarland University of Technology and Economics for the cooperation that has spanned 36 years of fruitful and creative cooperation. I would like to express my special gratitude to the Rector and Administration of the Georgian Technical University for the warm welcome of the delegation of professors and students of the Saarland University of Technology and Economics. The initial basis for all joint activities was the partnership between the sister cities of Tbilisi and Saarbrücken. Since the beginning of the partnership, official structures, in this case, the mayors of the cities, have played a more modest role - they moderate and support the processes. If we try to concretize the ideas, to give students the opportunity to receive double Georgian and German diplomas and, presumably, other academic degrees or qualifications that will be possible within the framework of this cooperation, I can only welcome this and address all participants - you are creating something very special for the well-being of the youth! Please remain so active, and I wish you always to have the necessary opportunities to continue this cooperation. I wish you great success in the international conference organized at the Georgian Technical University and, most importantly, in the future effective development of university bilateral cooperation,” - this is how Uwe Konrad, Mayor of Saarbrücken (Germany), addressed the participants of the XIX International Scientific Conference – “Government and Society – 2025”, held at the Georgian Technical University.

Organized by the Faculty of Business Technologies, the Open Diplomacy Association and the scientific journal “Government and Society - History, Theory, Practice” at the Georgian Technical University, the 19th annual international scientific conference “Government and Society - 2025” was opened, which attended the scientific and academic circles of the GTU, professors and teachers of the Faculty of Business Technologies, students, as well as a delegation of students and professors of the Saarland University of Technology and Economics.

The international conference was opened by the Vice-Rector of the Georgian Technical University. On behalf of the Georgian Technical University and its Rector, Academician David Gurgenidze, she thanked the Mayor of Saarbrücken, Uwe Konradt, as well as the delegation of the Saarland University of Technology and Economics and its head, Professor Wilhelm Hauser, who delivered a written address and good wishes from the Mayor of Saarbrücken to the 19th International Scientific Conference.

“On behalf of the Georgian Technical University, I welcome the participants of the XIX International Scientific Conference - “Government and Society - 2025”. It is a great honor for us to host scientists, researchers and young professionals today, who are united by the common goal of knowledge, development and caring for the well-being of society. The thematic axis of the conference - modern challenges of the relationship between government and society - requires deep analysis, interdisciplinary vision and international cooperation. It is precisely such cooperation that creates innovative ideas and ensures the sharing of knowledge and experience, which is necessary for the sustainable development of our country and region. Together, we will discuss the thematically loaded sections of the conference, where more than 100 papers will be presented, including research by foreign scientists. I would like to thank the participants of the international conference, whose involvement in this conference once again emphasizes our partnership, common scientific interests and the importance of intercultural cooperation. I wish you fruitful work,” said Tamar Tsereteli.

The scientific conference was welcomed by the Acting Dean of the Faculty of Business Technologies, Professor Rusudan Kutateladze.

As she noted, the conference brought together scientists, professors, and students for the nineteenth time to present the results of scientific activities in one of the most difficult fields, such as public governance, and to discuss the significant problems of cooperation between the state and society. According to her, it is welcome that today more than 60% of the professors of the Department of Public Governance and E-Business are graduates of the Public Governance Doctoral Program of the Georgian Technical University.

As the Acting Dean said, public governance is a relatively new field in Georgia, although the Georgian Technical University was one of the first to introduce an educational program in this field. As she mentioned, students of the GTU’s public administration education program often undergo practical training at the Saarland University of Technology and Economics in Germany, with which the Georgian Technical University has a 36-year partnership.

As Rusudan Kutateladze noted, in parallel with the international conference, a series of events dedicated to the 36th anniversary of successful cooperation with the Saarland University of Technology and Economics is underway at the Georgian Technical University, within the framework of which public lectures, presentations of student projects, cultural programs, seminars are held. The goal of events is to deepen the partnership between the two universities and stimulate new initiatives in the fields of engineering, economics and technology. According to the Acting Dean, in this format, interesting public lectures were presented by professors of the GTU Faculty of Business Technologies: Tamar Iashvili - on the topic “Economic Transformation of Georgia”; Anzor Abralava – “A Brief Historical Perspective of Georgian-German Relations”; Rusudan Strelkova – “Popularity of German Beer and Research Methods”; Nino Kavtaradze - “Business Ethics and Social Responsibility”.

The work of the XIX International Scientific Conference - “Government and Society - 2025” continued in three sections: Theory, Practice and Methodology of Public Administration and Public Policy; Politics and Culture; Economic Issues and Legal Framework of Public Administration.

At the end of the scientific event, participants will be awarded certificates, and a collection of conference papers will be published, given by the international index.
